The Urban Wastewater Directive (UWWTD) entered into force more than 25 years ago and many changes have occurred since then (e.g. new pressures on the environment, scientific and technological progress, increased demands for cleaner waters etc.). In addition, the legal context has changed: other water-related directives have come into force meanwhile such as the Water Framework Directive and the Marine Strategy Framework Directive, linked to the UWWTD. The Commission therefore decided to evaluate the Directive.
The Urban Wastewater Treatment Directive (Directive 91/271/EEC) has the important objective of protecting citizens and the environment from adverse effects of wastewater discharges from urban areas and certain industrial sectors. The Directive requires Member States to collect and treat urban wastewater from agglomerations above 2 000 population equivalent. More stringent treatment is required for larger agglomerations discharging into sensitive areas.
Building on the findings of the evaluation finalised in 2019, the Commission presented a proposal to revise the Directive in October 2022. The impact assessment considered how to address the areas of improvement identified by the evaluation and also how to reduce administrative burden by better aligning with other EU legislation such as the Sewage Sludge Directive and the Water Framework Directive.
