State of play, main conclusions, outlook

The Commission carried out a Fitness Check to analyse the relevance, effectiveness, efficiency and the EU added value of the EU Ecolabel and EMAS regulations including possible coherence issues and to evaluate and assess the contribution to competitiveness, sustainable consumption and production. In doing so, the fitness check assessed if these regulations are fit for purpose, whether the objectives of these regulations have been met and whether implementation has been done in a cost-effective way.

The fitness check was followed by a Commission report to the European Parliament and the Council. The report draws conclusions based on the fitness check findings and identifies relevant actions to improve the performance of the schemes.

Estimated savings and benefits

The costs of running both schemes are relatively low. A rough estimate of the average annual cost to the European Commission is €500 000 for EMAS and €1 100 000 for the EU Ecolabel. These costs cover a system of 24 product groups, more than 1 500 licenses and more than 72 000 goods and services for the EU Ecolabel and over 3 728 organisations and 12 409 sites for EMAS (data from April 2019).

Therefore, any benefits that could still be generated would probably not come from operational cost but rather from:

- The identification of the drivers and barriers influencing the effectiveness and uptake of both schemes.

- The assessment of the coherence and added value of both schemes with regards to other existing schemes.
