The evaluation concluded that the Zoos Directive is fit for purpose. It plays a small but useful and necessary role within a wider legislative framework. The Directive remains relevant and has clear EU added value. It is coherent with other EU legislation for the conservation of biodiversity. In relation to the benefits it provides it does not cause disproportionate costs. Although good progress has been made towards meeting the Directive's main and specific goals, this is incomplete. Realisation of the Directive's full potential will depend upon improved implementation, ensuring that zoos across the EU contribute to the conservation of biodiversity in a more effective and efficient manner.
The Commission is working on follow-up actions addressing the lessons learned during the evaluation. These will consist of:
• translating the Zoos Directive Good Practices document into all EU languages;
• organising stakeholder meetings to exchange knowledge and good practices among all stakeholders;
• organising trainings for competent authorities and zoos;
• supporting peer-to-peer mechanisms for competent authorities.
The activities have been implemented progressively. The Good Practices Document has been translated into 14 languages in 2019 and 2020. Stakeholder meetings took place in February 2020, February 2021 and March 2022. All meeting documents can be accessed on the respective website.
