The Packaging and Packaging Waste Directive (PPWD) harmonises national measures on packaging and the management of packaging waste, provides a high level of environmental protection and ensures the good functioning of the internal market. It requires that Member States ensure that all packaging placed on the EU market meets Essential Requirements, which relate to the manufacturing and composition of packaging, the reusable nature of packaging and to the recoverable nature of packaging (through material recycling, energy recovery, composting or biodegradation).
In 2018, the PPWD was amended by Directive (EU) 2018/852, in particular setting new 2025 and 2030 recycling targets. The review also introduced new methods for calculation of the attainment of the targets and for their reporting and set out that Member States should ensure that producer responsibility schemes are established for all packaging.
The Commission has committed to reinforcing the mandatory essential requirements for packaging and to consider measures to reduce (over)packaging and packaging waste, drive design for re-use and recyclability of packaging, reduce the complexity of packaging materials and introduce requirements for recycled content in plastic packaging.
A Fitness check conducted in 20141 identified weaknesses in the essential requirements for packaging and recommended making them ‘more concrete and easily enforceable’. In April 2020, the Commission published a study on the effectiveness of the essential requirements for packaging and packaging waste and proposals for reinforcement. Its main findings fed into the impact assessment work carried out by the Commission. In November 2022, the Commission adopted its proposal.
