State of play, main conclusions, outlook

Two new framework regulations for agricultural statistics have been adopted for Agricultural statistics towards 2020 and beyond. The first proposal for Integrated Farm Statistics (IFS) was adopted by the Commission on 9 December 2016, and the corresponding Regulation was adopted by the European Parliament and the Council on 18 July 2018. An amendment for the funding of the 2023 and 2026 data collections (following the adoption of the new EU multiannual financial framework for 2021-2027) was adopted on 15 December 2021 (Regulation (EU) 2021/2269). The second proposal for Statistics on Agricultural Inputs and Outputs (SAIO) was adopted by the Commission on 2 February 2021 and the corresponding Regulation was adopted by the European Parliament and the Council on 23 November 2022. These framework regulations enable producing high-quality data that meet users' needs efficiently and effectively, increase the flexibility and reaction speed of the agricultural statistics system and improve the harmonisation and coherence of European agricultural statistics. They allow producing more statistics while lowering the burden on respondents by reducing or eliminating some data collections, opening up alternative data sources, and installing efficiency improvements.

Estimated savings and benefits

The first framework regulation is estimated to represent about 18% savings in agricultural census years (or 56 million of 320 million Euro total costs, if applied to the year 2010), and comparative proportions for intermediate years, excluding temporary adaptation costs.
