Commission proposal: the Commission started its work in 2021 on a delegated act, planned for mid-2023.
The operation of the current Outdoor Noise Directive (Directive 2000/14/EC on the noise emission in the environment by equipment for use outdoors), as well as some previous studies, have pointed to several issues with the current legislation such as: the lack of adaptation to technical progress, legal uncertainty, reporting burden and implementation issues. On this basis, the Commission carried out an assessment of this Directive. The evaluation findings were overall positive with the Directive being generally considered as effective, efficient, relevant and coherent, and having EU added value. There are however a number of critical aspects that affected the operation of the Directive. They concern in particular the lack of adaptation to the technical progress of core elements of the Directive: scope, noise limits, noise measurement methods, conformity assessment procedures, collection of noise data and the alignment to the New Legislative Framework.
