State of play, main conclusions, outlook

Directive 2014/33/EU (former Directive 95/16/EC) on lifts establishes the legal framework for placing on the market lifts and safety components for lifts, and for putting into service lifts aiming to achieve a high level of protection of users, installers and maintenance personnel of lifts across the EU. The evaluation found that the directive is overall perceived as functioning well: the safety of lifts is high and the directive made a significant contribution to the internal market by harmonising rules and requirements in the EU. It has also been found to be efficient, coherent with other EU legislation, having EU added value and relevant to the needs of users, installers and economic operators. The directive is kept up-to-date with technological progress and provides a flexible framework allowing for innovation.

Estimated savings and benefits

The directive has been found to be efficient. Based on the available qualitative data, it can be assumed that the directive balances costs and benefits for all stakeholder categories. Moreover, there is no evidence that the compliance costs entailed by the directive increased in comparison to the period before it was applicable. However, benefits seem not evenly spread, with larger companies benefiting more than SMEs from harmonisation due to their orientation to intra-EU export. Administrative burden has been equally found to be low and no potential for simplification has been detected.
