State of play, main conclusions, outlook

The proposed framework Regulation will allow social data to be published faster, as it reduces the transmission deadlines in a number of areas. It will also increase the comparability and coherence of EU social statistics, by bringing together seven existing household surveys that are currently carried out in the EU and harmonising variables that are common to two or more surveys. This will, in addition, facilitate joint analysis of social phenomena, based on new survey methods. Finally, a richer and broader data set will be put at the users' disposal, thanks to the use of innovative approaches and methods by national statistical authorities and the combination of data from several sources.

The legislative process is finalised.

Estimated savings and benefits

Savings will depend on the concrete implementation of the production methods at national level (adoption of technological and methodological innovations, improved access to administrative registers). Therefore estimation of savings varied between a net present value of € -3.1 million under the more contained hypothesis and a net present value of -34 million under the less restrictive option.

Which objective(s) did the Commission pursue?

The work concerns data collected from private households and individuals (persons), but not from enterprises. The objective is to make best possible use of the information provided by private households and individuals, and to meet current and future needs for European statistics while keeping the response burden at approximately the present level. This shall be achieved through the integration of European statistical data collections that are currently covered by different regulations.

The proposal:

• consolidates and integrates statistical legislation on the production of European statistics relating to persons and households

• enables progressive methodological and organisational integration of statistical surveys

• increases accountability, efficiency and responsiveness of statistical production and output

Outcome of Legislative Procedure

The adopted act is in line with the initial objectives. The final text emphasises more the need to keep the burden under control as well as some particular sub-populations of high interest.

Estimated savings and benefits

The estimates of savings have not changed. Depending on the concrete implementation at national level, estimation of savings varied between a net present value of € -3.1 million under the more contained hypothesis and a net present value of €-34 million under the less restrictive option.
