State of play, main conclusions, outlook

Directive 2014/94/EU on the deployment of alternative fuels infrastructure sets out a framework of common measures for the deployment of such infrastructure in the EU. The Commission carried out an evaluation of this directive which showed it is not well-adapted to the purpose of serving the increased climate ambition for 2030. Therefore, the Commission presented a proposal for a new regulation in 2021, to replace the existing directive. This proposal is part of the overall set of interlinked policy initiatives under the ‘Fit for 55’ package. These policy initiatives correspond to the actions needed across all sectors of the economy to complement national efforts to achieve the increased climate ambition for 2030.

Estimated savings and benefits

The proposal for a new regulation is expected to yield societal benefits that will result from the reduction in CO2 and air pollutant emissions. The reduction in the external costs of CO2 emissions is estimated at around €445 billion relative to the baseline over the 2021-2050 period, expressed as present value, while the reduction in the external costs of air pollution at €75 billion. These reductions are driven by other policies but enabled by the uptake of infrastructure.
