Commission Proposal – On-going: to be adopted by the Commission by 2023
Passenger rights are at the heart of the EU transport and consumer policy. The EU regulatory framework in place covers all transport modes and consists of mode-specific Regulations for air (rights in case of denied boarding, cancellations and delays, rights of passengers with disabilities and passengers with reduced mobility -‘air PRM’- and air carrier liability in the event of accidents), rail, waterborne, bus and coach. Despite substantial progress made to uphold the ten core rights identified by the Commission in its communication on a European vision for passengers adopted in 2011 (COM(2011) 898), major challenges remain.
The Commission’s proposal to amend the existing rules for rail passenger rights has resulted in the adoption in 2021 of a recast Regulation (Regulation (EU) 2021/782), while the Commission’s proposal for the revision of the air passenger rights adopted in 2013 (COM(2013)130), is still pending and remains a priority for the Commission.
The Commission committed to reviewing the existing framework to ensure its resilience to extensive travel disruptions, including options for multimodal tickets. The review of the EU passenger rights regulatory framework will take into account the findings of the 2021 evaluations of the three regulations on the rights of passengers with reduced mobility travelling by air, passengers travelling by sea and inland waterway, and passengers travelling by bus & coach.
