The Commission carried out an evaluation and based on its findings proposed a legislative revision of Regulation (EC) No 1073/2009 on common rules for access to the International market for coach and bus services.
The main issues identified in the evaluation are that operators are facing obstacles in national markets to develop inter-urban coach services and a lack of attractive mix of alternative transport modes for citizens. This creates two problems for users. In non-liberalised markets this contributes to the transport disadvantage of certain groups of citizens and in general, users are faced with non-integrated services. Therefore, the proposed revision aims to resolve the problems of operators facing obstacles in national markets to develop inter-urban coach services and the low modal share of sustainable passenger transport modes.
The issue of journey way bill highlighted by the REFIT Platform has been examined by the Commission as part of the review of Regulation (EC) No 1073/2009. The Commission has proposed to abolish the requirement to use journey forms as control documents for cabotage operations in the form of occasional services.
The proposal intends to simplify and standardise administrative procedures, remove restrictions on access to inter-urban markets and prevent discriminatory access to public terminal facilities.
It has been estimated that the proposal could generate EUR 183 million net cumulative CO2 emission costs savings and net cumulative savings in air pollution costs of EUR 590 million. It has the potential to create 85,000 new jobs in 2030. It is expected to reduce travel fares, increase frequency and improve availability of services. It should generate savings for businesses and administrations in the range of EUR 1,450 million due to standardise authorisation procedure and of EUR 110 million due to the improvement of terminal access. It will increase the transport activity of coach by about 11 % in 2030 relative to the baseline and by almost 1 percentage point in terms of modal share. It should improve connectivity of disadvantaged social groups by 62 billion passenger-kilometres in 2030 relative to the baseline and it should contribute to lower accident costs of EUR 2.8 billion.
In its opinion XV.9.a on passenger transport, the REFIT Platform Stakeholder group considered that the journey form has lost its relevance, generates unnecessary administrative burden for many operators, in particular SMEs and therefore has recommended its removal. Within the Government group, views are divided. While a few Member States consider that the abolition of the journey waybill would reduce regulatory burden for both carriers and Member States, the majority of Member States see the journey waybill as an effective control tool to complement tachographs and that should be maintained
