In the Official Gazette are obligatorily published: Constitution of the Republic of Serbia, an act amending the Constitution, constitutional law for implementing the Constitution of the Republic of Serbia, constitutional law for implementing the amendment of the Constitution of the Republic of Serbia, laws, other regulations and general acts of the National Assembly, other acts of the National Assembly for which this is determined by a separate law or for which it is decided by the National Assembly to be published in the Official Gazette, ratified international treaties and other international agreements and acts for which this is determined in accordance with a separate law, decrees to promulgate the laws, decrees on awarding orders and other acts of the and other acts of the President of the Republic for which this is determined by a separate law or for which the President of the Republic decides to be published in the Official Gazette, regulations and other general acts of the Government, as well as other acts of the Government for which this is determined by a separate law or for which the Government decides to be published in the Official Gazette and the acts of the Prime Minister, in accordance with the law and other regulation, regulations adopted by the ministries and special organisations (ordinances, commands and instructions), as well as other acts of the ministries and special organisations for which this is determined by a separate law, decisions and other acts of the Constitutional Court in accordance with a separate law, general acts of the High Court Council, State Prosecutorial Council and the Supreme Court of Cassation, general and other acts of the National Bank of Serbia in accordance with a separate law, judgments of the European Court of Human Rights relating to the Republic of Serbia and decisions of the United Nations Human Rights Treaty Bodies, regulations adopted by the holders of public powers in the exercising of public powers, other general acts of the Republic authorities, as well as other acts for which this is determined by a separate law, consolidated texts of laws and corrigenda to laws, other regulations and acts for which it is determined by this or a separate law to be published in the Official Gazette.
Acts of authorities, legal and natural persons, publication of which in the Official Gazette is not obligatory, may, for a fee, be published in the Official Gazette. Public tenders, advertisements, public calls and other notices of authorities, legal and natural persons may also be published, for a fee, in the Official Gazette.

Financing
By virtue of Article 33 of the Law on Publishing Laws and other Regulations and Acts (Official Gazette of the RS, n° 45/13) it is stipulated that for the publication of laws, other regulations and acts that are obligatorily published in the Official Gazette, as well as for maintaining the Legal and Information System, the public enterprise is provided with a part of the necessary funds in the budget of the Republic of Serbia, in the amount determined for each year by the law on the budget of the Republic of Serbia within the division of the ministry competent for public administration. The amount of funds provided in the budget of the Republic of Serbia is determined on the basis of average prices of comparable services on the market.
It is printable, possible to export HTML text to WORD format and allows to search by multiple criteria. All acts in the legislative part of the online edition have an ELI component and through references are linked to the acts in the database of Register and Texts of Regulations in Force and Other Acts.
It is possible for subscribers to sign up for information (newsletter) on the latest acts published in the online edition of the Official Gazette.

Special secure server is used to guarantee the integrity of the workflow and the authenticity of the electronically published text.
Archiving
Upon expiry of the calendar year, all issues of the online edition of the Official Gazette published in that year are transferred to the electronic database of the Archive of Official Gazettes, which is an integral part of the Legal and Information System of the Republic of Serbia.
Archive of Official Gazettes, for a better overview, is divided by calendar year, starting from 1945 until current year, i.e. Archive of Educational Gazettes from 1990 until current year.
Access to the Archive of Official Gazettes is subject to a fee, the amount of which is determined by an act of the public enterprise, to which the Government of the Republic of Serbia gives its consent.

Form and nature
The Public enterprise Official Gazette, Belgrade is established by virtue of the Law on Publishing Laws and Other Regulations and General Acts and on Publishing the Official Gazette of the Republic of Serbia (Official Gazette of the RS, n° 72/91 and the Official Gazette of the FRY, n° 11/93 - FCC and the Official Gazette of the RS, n° 30/10). The founder of the public enterprise is the Republic of Serbia, and the rights of the founder are exercised by the Government.

Upon completed receipt and control of the acts that are published in the Official Gazette, the Editorial Office linguistic preparation of text is carried out at the Official Gazette
Upon completed linguistic preparation of an act text in writing, the act, together with the accompanying electronic version, is forwarded to the Department of Linguistic, Graphical and Technical Preparation. Here, the text of the act is entered into the document management system, wherein each act is subjected to proofreading, and then an individual imprint of the act is prepared, which after additional control performed is placed in the corresponding number of the Official Gazette. After the editor of the Official Gazette initiates the publication of one issue of the Official Gazette, the layout designer creates a final layout of the essential part and advertisement part of the Official Gazette. The control and approval of the final layout of the essential part of the Official Gazette is carried out by the editor of the Official Gazette. The control and approval of the final layout of the advertisement part of the Official Gazette is carried out by the head of the Advertisement Department. Upon approval of the final layout of the Official Gazette, the editor gives an order for printing.
Publishing
Laws, other regulations and acts shall be published in the text established by their enacting authority, based on the orders of the authorities, organisations, i.e. services that take care of their publication.
The publication order is issued to the public enterprise.
As a rule, laws, other regulations and acts, if duly submitted for publication, shall be published in the first issue of the Official Gazette

Content
Database Register and Texts of Regulations in Force and Other Acts contains a register based on classification of regulations and other acts. They are determined on the basis of matter, the legal basis for the adoption of regulations and other acts and on the basis of a hierarchy of general legal acts. It also contains texts of regulations in force and other acts published in the Official Gazette, officially consolidated texts of regulations, as well as unofficially consolidated texts of regulations drafted in the Public enterprise Official Gazette. Moreover, official gazettes in which the basic texts of regulations and other acts have been published and official gazettes in which their amendments, additions and corrigenda have been published, in PDF format.
There are three sub-registers within the database: Republic Regulations, Regulations in the Field of Education and International Treaties.
All acts published in the database have their own European Legislation Identifier (ELI). For all acts in this database it is enabled by means of ELI to be linked in particular:
to regulations to which the specific act refers;
to regulations with which a specific act is replaced (other regulation replacing a regulation);
to regulations posing basis for adoption of a specific act;
to regulations for which the act poses basis for adoption (by-laws);
to related regulations (regulations to which it refers in the legal act);
to regulations with which a specific act is related;
to the legal predecessor;
to the legal successor;
to all of the document amendments, additions and corrigenda;
to the consolidated text of the regulation;
to the Constitution Court decisions relating to the regulation (in HTML and PDF format);
to the EU directives – given that the Republic of Serbia is still not a member of the European Union, the implemented program solution enabled, in the future, when the need arises, for the regulations of the Republic of Serbia to be linked to the EU directives.
All of the republic regulations in the subject database, have the “About the Act“ field that contains the basic data on the regulation, and in particular: ELI URI template; Type of document; Name of document; Date of adoption of the basic text; Date of publication of the basic text; Date of entry into force of the basic text; Date of commencement of application of the basic text; Date of entry into force of the version of the consolidated text; Date of commencement of application of the version of the consolidated text; Description (note of the editor); Publisher: Public enterprise Official Gazette.
Safekeeping of the versions of the consolidated texts has been enabled by the Legal and Information System of the Republic of Serbia, from the second half of 2016.
All acts in this database may be searched by multiple criteria, with the possibility of combining multiple criteria simultaneously.
It is possible to print HTML texts and export them to WORD format.

Archive of the official gazettes contains, in PDF and HTML format, a collection of all editions of the basic and special editions of the Official Gazette published after establishment of the Legal and Information System.
Archive of the official gazettes also contains, in PDF format, basic and special editions of the Official Gazette published before establishment of the Legal and Information System, as well as a collection of official gazettes of the state union of Serbia and Montenegro and official gazettes of the former federal state.
Case law database contains: selected court decisions and legal opinions of the Constitutional Court, courts of general and special jurisdiction, as well as judgments of the European Court of Human Rights relating to the Republic of Serbia; link with the official gazettes in which regulations relevant to passing of court decisions are published; link with officially and unofficially consolidated texts of regulations in force that are essential for passing of court decisions; link with other acts relevant to passing of court decisions. Other data on the legal system of the Republic of Serbia contain collections of data in electronic form in which are systemized: selected opinions and other acts produced in the course of operations of the public authorities and state and other organizations, legal literature, model acts, translation of the regulations of the Republic of Serbia into English and other information of significance for interpretation and implementation of legal norms.
Link with the European Union legal acts is established by virtue of linking the Legal and Information System with the relevant European Union databases enabling access to the European Union legal regulations.
Legal and Information System also contains links to the regulations of provinces and local self-governments, as well as court fees and default interest rate calculators.
There is a possibility of a unified search of all acts contained in the databases constituting the Legal and Information System of the Republic of Serbia, as well as an advanced search in each database by multiple criteria.
Use of the Legal and Information System of the Republic of Serbia is adapted for the persons with visual impairments.
It is enabled for users to sign up to information (newsletter) on the latest acts published in individual databases in the Legal and Information System of the Republic of Serbia.
Legal and Information System of the Republic of Serbia may also be accessed via specially crafted applications for mobile devices with Android, i.e. iOS operating system.

Free of charge access to the database containing register and texts of regulations in force and other acts.
The database containing case law is available free of charge to all courts and public prosecutor's offices, the Public Attorney’s Office, the Judicial Academy, the Protector of Citizens, the Commissioner for Information of Public Importance and Personal Data Protection and public attorney’s offices of municipalities, cities, city of Belgrade and city municipalities.
For access to other information contained in the Legal and Information System of the Republic of Serbia, a fee is paid, the amount of which is determined by an act of the public enterprise, to which the Government of the Republic of Serbia gives consent.

The price of annual access to the Legal and Information System of the RS as a whole, except for the database containing the regulations of the Republic of Serbia in English, is 42,240.00 RSD (~360,22 EUR). There is a possibility of obtaining discounts by purchasing LIS in a package with the printed edition of the Official Gazette, as well as by purchasing two or more individual databases within LIS, or by purchasing multiple access codes for LIS as a whole.
