Official journal / legal gazette Apart from Narodne novine, there are also Official Gazettes from 20 counties (“Službeni vjesnik” or “- glasnik”) and the Official Gazette of the City of Zagreb (“Službeni glasnik Grada Zagreba”). Being also a database/website, the latter is described in the part concerning those sources.
First edition

The first edition of the Legal Gazette was published under the name Novine Horvatzke on 6 January 1835. The current name Narodne novine was used for the first time in 1843. Publishing has continued from 1835 to the present.

Legal basis

The law on restructuring the public company Narodne novine n° 128/99 (Zakon o preoblikovanju Javnog poduzeca) from 30 November 1999 remains the legal basis for the publication of legislation in Croatia.

Frequency of updates The online version is updated a day after issue of the paper version, generally twice a week, sometimes more often.

Authenticity There is no special measure such as electronic signaturing used to ensure authenticity of the online version of the Legal Gazette.
Archiving Narodne novine d.d. is in charge of archiving the electronic version. The organisation sends both the paper and electronic versions to the State archives.

Text processing
systems
  • Bills for new Croatian legislation are drafted by the staff and experts employed by respective competent ministries. Once approved by the Croatian Parliament (Hrvatski sabor), the Government’s Legislation Office delivers bill texts to the Narodne novine d.d. for publishing.
  • The same system is used for primary and secondary legislation.
  • Staff use standard computer software (Microsoft Word templates, InDesign), which are then converted into HTML.
Workflow There is no single electronic workflow: legislative texts for publication are transmitted on paper.
Publishing
  • The Government’s Legislation Office is in charge of proofreading and editing the texts to be published.
  • The Legislation Office sends the texts to Narodne Novine d.d. which publishes them immediately.
  • The paper and the electronic versions are derived from the same text file.

2. Collections of consolidated Legislation

Content Laws going back to 1990 were codified. When a law is consolidated, it is published in the official part of the Narodne novine.

However, in the Croatian law system, codifications have no legally binding value; they are considered technical tools.

Deadline for
consolidation
There are no specific deadlines for consolidation. Consolidation takes place when a law has been changed or amended at least three times.
