In the Republic of North Macedonia there is only one publication divided into an official section containing legislation and a non-official section with legal notices and other official publications; see point 1.2 for details. Part II of the Legal Gazette (Služben vesnik na Republika Severna Makedonija) contains various announcements on juridical and notarial notices, public procurements, bankruptcy, etc.

Legal basis
The legal basis for publishing legislation is laid down in the Constitution of the Republic of North Macedonia, more specifically in article 52 (Official Gazette of the Republic of Macedonia n° 52/91-805) and in a special law, the Act on publishing laws and other regulations (Official Gazette of the Republic of Macedonia n° 56/99, 43/02).

Financing
The Company is self-financed through its own revenues. The major portion of the income comes from the subscriptions for the Official Gazette of the Republic of North Macedonia, the OG legal registry - electronic form, the payments for publications (courts announcements, notary announcements, public procurement tenders, etc), as well as payments of books. The valid price list is stipulated by Management Board decisions, based on Governmental approval.
The online version is automatically updated when the paper version is edited.

Both the online and paper versions are authentic.
Archiving
The same system (see Text Processing System) which generates PDF documents for the printed copies and the web also automatically archives the documents in three separate locations (SPPS archive library, file server and EMC storage). Furthermore, it keeps a fourth additional archive copy in XML (only for new documents).
The Official Gazette uses a system for the online development of the Official Gazette, combined with the Government’s e-session system and the Parliament’s document workflow system. The text processing system is a combination of standard software and a customised software specifically designed for it. The text processing system is the same for primary and secondary legislation. Microsoft Word templates are used for drafting and adopting legislation. The ministerial staff draft the text. The documents are converted into XML after uploading onto a database. Other systems used are MS Office SharePoint Portal Server 2013 and SQL Server 2008 The system automatically generates PDF documents for print (hard copy) and the web.
Workflow
There is no integrated electronic workflow system for drafting, adopting and publishing. In the current publishing workflow system, the transmission of the official version of the Legal Gazette is received both in hard copy and electronically to accelerate the process.
Publishing
Official Gazette employees proofread and edit texts. There is a deadline of seven days for publishing laws and other regulations after they have been adopted (article 52(2) of the Constitution). A law on public procurement, which entered into force on 1 January 2008, provides that public procurements notices have to be published within five days after the date of reception. These notices are published in the advertisement section (second part) of the Official Gazette. The paper and electronic versions are derived from the same text file and published simultaneously.

The Parliament occasionally consolidates texts of laws which are then published in the regular issue of the Official Gazette. There is no time limit or specification regarding laws that require consolidation. Although the paper version of the Official Gazette is legally binding, it is important to note that consolidated legislation published therein is not legally binding but has only informative value.

Organisation responsible for consolidation
The Legislative Committee (working body set up in the Assembly of the Republic of North Macedonia) is responsible for the determination of the consolidated legislation (laws and other legal acts adopted by the Assembly). The relevant Ministry is responsible for the determination of the consolidated legislation (such as bylaws) adopted by the same Ministry. The Official Gazette of the Republic of North Macedonia is responsible for the publication of consolidated legislation.
