Content According to the provisions of the Article 5 of the Law No 173 from 06 July 1994 on the way the official acts are published and enter into force, the Official Journal appears periodically, but not less often than once per week and is made up of the following five parts:
  • Part I – the laws, decisions of the parliament, decrees by Moldova’s president, the acts of the Constitutional Court and of the Court of Accounts, the international acts and reports of the Office of Ombudsman;
  • Part II – the normative decisions and instructions by the government
  • Part III – the normative acts of the central specialty bodies of the public administration and of the National Bank of Moldova;
  • Part IV – information on the registration, cessation and ceasing of the activity of parties, other social and political organizations and public organizations, as well as of economic agents, the information on the enforcement according to the law of the procedure of bankruptcy of enterprises and organizations;
  • Part V – applications on the getting or giving up the citizenship of Moldova, announcements on losses of acts, which show the title, civil status, profession and education, as well as the loss of the work ID, etc.
Legal basis Moldova’s Constitution. The Law No 173-XIII from 06 July 1991 of the way the public acts are published and enter into force. The Law 92 from 01 April 2004 on the procedures of publication and republication of normative acts and of the rectifications made to them. The Law 100 from 22 December 2017 on the normative acts. The Government Decision 884 from 2022 on the methodology of calculation of the tariffs for the services provided by the Public Institution Moldpres State News Agency. The Government Decision 1208 from 05 December 2018 on the organization and work of the Public Institution Moldpres State News Agency.
Legally binding The official acts nominated according to the legal provisions enter into force and acquire legal power only following the publication in the Official Journal.
Exception from this rule represent the international acts which enter into force after the exchange of the instruments of ratification or after the delivery of the acts approved to the keeper for preservation in accordance with the international law norms or in other way and term established by the contracting sides of the aforementioned acts. The official acts which enter into force on the date envisaged in the text of the concerned act are anyway published in the Official Journal on a period of ten days after the date of adoption.
Financing The Public Institution Moldpres State News Agency is a governmental self-managed media institution of Moldova.

Authenticity The Public Institution Moldpres State News Agency has title on the website https://monitorul.gov.md/ . The Part I-III of the Official Journal is provided to readers for free. The editing of information in the parts IV and V of the Official Journal is made against payment.

Archiving The archiving on paper of the Official Journal’s editions started with the appearance of the first edition in August 1994. All Official Journal editions on paper can be found in the Agency’s archive. The archive of the electronic version of the Official Journal’s editions dates back from 1996; yet, without the inclusion of the parts IV and V. Starting from 2000 so far, all editions can be found on the Agency’s website.

Form and nature Governmental self-managed public institution
Basic tasks The basic activity of the Agency consists in the publicizing of the events carried out in the country and abroad, the correct, equidistant, transparent informing and the ensuring of the pluralism of opinions. Also, another duty is to ensure the dissemination of information (pieces of news, interviews, running commentaries, photo-running commentaries) from the first source to foreign news agencies. At the same time, another important activity of the Public Institution Moldpres State News Agency is the one of editing and printing the Official Journal of Moldova.
Other services offered Moldpres’ basic task is to produce stories, running commentaries, interviews, photo-running commentaries, immortalize events in pictures and archiving of photographs. In the context, the Agency has a unique collection of photos, which dates back from early 1990s till present. Moldpres printed both on paper and on canvas diverse portraits, such as the one of Stephen the Great, the Declaration of Independence of the Republic of Moldova, diverse printed works, etc.
At the same time, the Moldpres State News Agency has its own conference hall for the organization of diverse events, which can be used including for meetings, seminars, book presentations, trainings, public lectures, roundtables, press clubs, etc. The hall is let out to people interested against an advantageous price, depending on the services demanded. The conference hall is endowed with strong lights, projectors of light, microphones, chairs, projector of pictures, working table, etc. The hall’s capacity of 50 people at the most. Also, Moldpres has a photo and video studio, which is used by the Agency for professional activities specific for journalism.
The Official Journal, the only official publication of the state, public structure of national interest, is edited and printed by Moldpres. In line with the provisions of the Law No 173-XIII from 6 July 1994 on the way of publication and entrance into force of the official acts, the Official Journal edits the laws, decisions of the parliament, decrees of Moldova’s president, decisions, instructions of the government, of the Constitutional Court and the Court of Accounts, the normative acts of the central specialty bodies of public administration, of the National Bank of Moldova and of the National Commission of Financial Market. If necessary, other official documents are published in Official Journal as well.
Presently, the Official Journal appears at least twice per week in printed form and electronically. It is made up of five parts, of which the first three ones are in free access for all citizens, for the online format, and the last two – against payment. As for the printed variant, Moldpres sells the issues of the Official Journal in line with the tariffs approved by the founder, both for the printed format and for the electronic one, for which people can benefit from a subscription package.
