Laws and other regulations issued by the competent authorities of Montenegro, as well as other acts prescribed by law, by a regulation of the Government of Montenegro or decided by those authorities, shall be published in the Official Gazette of Montenegro.

Public Institution The Official Gazette of Montenegro, in accordance with the Law on Publication of Regulations and Other Acts, in April 2010, established the electronic (online) edition of the Official Gazette, which bears the same date as the printed edition. The electronic (online) edition of the Official Gazette is signed by an advanced electronic signature and published on the website immediately after the print edition has been prepared. The Official Gazette electronic edition is free of charge.
confirmed international treaties and notices of commencement and termination, other international treaties and international acts as determined by law or regulation, or decided by the Government decrees;
decisions and other acts of the President of Montenegro and acts of the Defense and Security Council;
decrees, decisions and other acts of the Government;
by-laws and other acts issued by the ministries;
decisions and other acts of the Constitutional Court of Montenegro;
acts of the Judicial Council, judicial authorities, the Prosecutorial Council and the State Prosecutor's Office, as provided by law;
judgments of the European Court of Human Rights rights relating to Montenegro;
acts of regulatory bodies, other legal entities and entities (councils, commissions, etc.) enacted in the exercise of public authority;
regulations of bodies of a municipality, capital, capital and city municipality, as well as other acts specified by law and their statutes;
corrections to the laws, other regulations, international treaties and other acts published in the Official Gazette.
The Official Gazette may also publish acts of other legal entities and entities, as well as public tenders, advertisements, public calls and other notices of legal and individuals.
Legal basis
“The Law on the publishing of regulations and other acts” (Zakon o objavljivanju propisa i drugih akata) was published in the “Official Gazette of Montenegro, no. 5/08”, entered into force on 30. january 2008. and is the legal basis for the publication of laws, other regulations and acts.
Legally binding
The Official Gazette shall be issued in electronic and printed form. The electronic and printed editions of the Official Gazette must have the same date.
If both editions of the Official Journal do not have the same date, the date on the printed edition shall be counted as the day of issue.

Other gazettes
In addition to the Official Gazette of Montenegro, there are two other issues: Službeni list Crne Gore – Opštinski propisi (The Official Gazette of Montenegro-Municipal Regulations,) in which local government regulations are published, and Službeni list Crne Gore – Međunarodni ugovori” (“The Official Gazette of Montenegro – International Treaties”) which publishes international treaties and other international acts.

Workflow
The text for publication in the Official Gazette comes electronically signed by an advanced electronic signature by the state authorities and services that take care of the publication of regulations and other acts (regulations of the ministries), while other state authorities submit the texts in printed form and electronically, but without an advanced electronic signature.
Publishing
The press thus prepared is carried to the printing press.
The prepared electronic edition is published on the website of Official Gazette.
The electronic and print editions have the same date.

The legal information system consists of interconnected registers as follows:
The register of regulations and other acts of the electronic edition of the Official Gazette containing regulations and other acts published in the electronic edition of the "Official Gazette of Montenegro", "Official Gazette of Montenegro-International Treaties" and "Official Gazette Of Montenegro-Municipal regulations ";
The register of regulations and other acts published before the establishment of the electronic edition of the Official Gazette, containing regulations and other acts published in the "Official Gazette of Montenegro", "Official Gazette of Montenegro-International Treaties", Official Gazette of Montenegro-Municipal Regulations "and “Official Gazette of the Republic Montenegro".An integral part of this register are the scanned regulations and other acts published in the editions of the Official Journal from 1945 to 1992, with a chronological overview by years;
The register of previously concluded international treaties, concluded before 3 June 2006, contains the texts of international treaties relating to Montenegro, which Montenegro has taken over and applies;
The register of translation of the regulations of Montenegro contains the name of the regulation which is harmonized with the legal acts of the European Union, the translated text of the regulation in English or other official language of the European Union, the name of the body that prepared the translation, as well as the information whether it is an official or unofficial translation of the regulation;
The register of translations of legal acts of the European Union contains the name of a legal act of the European Union, the translation of the text of that act in Montenegrin language, the name of the body that prepared the translation, information on whether the regulation was translated in full or in language and whether it is an official or unofficial translation of the act;
The register of declarations on the compliance of the regulations of Montenegro with the legal acts of the European Union, with the tables of compliance, contains the data set out in the Guidelines for the assessment of the compliance of the regulations of Montenegro with the relevant EU regulations.
