The first copy was issued on 8 December 1832 under the name of Buletin gazetă administrativă (Administrative Gazette Bulletin). Starting with issue No 3 of 22 December 1989, the paper’s name was changed to Monitorul Oficial.

Each regulatory act can be acquired in an electronic edition at the price of RON 1 (EUR 0.20)/page.
The 1989–2007 legislative collection is available, on request, at the price of RON 70/year (EUR 15).

Format description
PDF and/or Word for acts since 1989 (and about 2 000 texts in PDF for acts before 1989). The Monitorul Oficial is downloadable online or can be delivered on CD/DVD. XML files are available online on a subscription basis.
Authenticity
Since 30 March 2009 the PDF files have been electronically signed.
Archiving
The Monitorul Oficial company is, as the online publisher, responsible for archiving.

Other services offered
The Monitorul Oficial company offers its printing services to other publishing houses; it also has a bookshop and library which offer information on administrative and legal documents.
Editors use standard software, mainly Microsoft Word, to draft legislation.
QuarkXPress files are converted into XML according to the DTD scheme, to be uploaded into the database.
A production system based on XML is under development.
The same system is used for primary and secondary (delegated) legislation.
Workflow
There is no single integrated electronic workflow system for drafting, adopting and publishing: delivery of electronically signed digital files on CD or via e-mail is made on a regular basis. Of the documents sent to be published in the Monitorul Oficial, Part I, 90 % are electronically signed.
The text is received as a Word file or gathered from a paper document, then converted into QuarkXPress for DTP and finally saved as a PDF file for printing.
Publishing
Proofreading and editing is carried out by the Monitorul Oficial company.
There are no deadlines for publishing regulatory acts in the Monitorul Oficial, Part I.
The paper and electronic editions are derived from the same final text file but are not published at the same time.
