The Neighbourhood, Development and International Cooperation Instrument – Global Europe (NDICI – Global Europe) is a broad instrument that consists of three pillars:
1. A geographic pillar of EUR 60 388 million, covering four geographical areas: the European Neighbourhood, Sub-Saharan Africa, Asia and the Pacific, and the Americas and the Caribbean. It addresses challenges such as human development including health, education and gender equality, climate change, environmental protection, migration, digital, governance, peace and security, with a geographical scope.
2. A thematic pillar of EUR 6 358 million, which complements the geographic pillar through support for human rights and democracy, civil society, peace, stability and conflict prevention, as well as other global challenges, focussing on actions at global level.
3. A rapid response pillar of EUR 3 182 million, which complements the geographic and thematic pillars and enables the EU to swiftly respond to crises, as well as to support conflict prevention, strengthen the resilience of states, societies, communities and individuals, the linking of humanitarian aid and development action, as well as early action to address other foreign policy objectives.
In addition, an "emerging challenges and priorities cushion" of EUR 9 534 million caters for unforeseen needs and priorities. It can be used to top-up the three pillars mentioned above, with a part of it earmarked in the Regulation to support certain thematic programmes.
This new instrument streamlines the previously scattered set-up of external financing instruments in which the EU operated. The instruments superseded by the NDICI – Global Europe are: the Development Cooperation Instrument1, the European Development Fund2 (previously funded outside the EU budget), the European Neighbourhood Instrument3, the European Instrument for Democracy and Human Rights 4, the Instrument contributing to Stability and Peace5, the Partnership Instrument, the External Lending Mandate6, a Guarantee Fund for External Action, a European Fund for Sustainable Development7 and the Common Implementing Regulation8. A mid-term review of these Instruments has been carried out by the Commission and presented in the Communication COM(2017) 720 and accompanied by respective staff working documents9.
With the NDICI – Global Europe, the Union aims to:
- Enhance simplification: reducing the number of existing instruments, as well as integrating the cooperation with Africa, Caribbean and Pacific regions (previously funded by the European Development Funds) into the EU budget. This allows for more coherence and a clearer focus on political objectives and engagements with partners, in line with the EU's values and priorities.
- Increase flexibility: the new instrument not only allows to carry-over from one budgetary year to the next the unused funds but also provides the EU with a "cushion" of funds for unforeseen needs and priorities. This enables the EU to better respond to changing circumstances.
- Broaden transparency and democratic scrutiny: this flows in particular from the enhanced legislative, budgetary and scrutiny powers for the European Parliament through the budgetisation of the European Development Fund.
