Legal act: adopted on 29 May 2018, Regulation (EU) 2018/825, entered into force on 8 June 2018.
The EU has modernised its rules for tackling the dumping of goods on the EU market by non-EU firms and the sale of goods on the EU market by non-EU firms that are subsidised by their governments. In particular, the reform will:
• Create a trading environment in which EU industries (and by implication their workers) are able to compete on the basis of their genuine competitive advantages and make sure that they can make full use of the instruments legally at their disposal to restore a level playing field.
• Allow users and consumers to benefit from imports based on the genuine competitive advantages of foreign suppliers.
• Increase confidence and awareness in the EU's TDI system among all stakeholders, including among small and medium enterprises.
• Improve the level of cooperation of all stakeholders concerned in TDI proceedings.
• Preserve the existing balance of interests between producing and importing interests.
Together with the parallel legislation on a ‘new anti-dumping methodology’ that entered into force on 20th December 2017, this is the first major reform of the EU’s trade defence policy since 1994.
