State of play, main conclusions, outlook

Article 32 of Regulation (EU) 2019/125 requires the Commission to present by 31 July 2020, and every 5 years after that, a comprehensive implementation and impact assessment report to the European Parliament and to the Council, which may include proposals for its amendment.

The review has confirmed that, overall, the Regulation is being implemented satisfactorily and continues to be fit for purpose. It is deemed to be sufficiently robust, and a fully-fledged legislative update is therefore not deemed necessary at this stage.

Main operational conclusion of the Commisison’s review report is the establisment of a group of experts. Such group could include among other suitably qualified experts from relevant non-governmental organisations (namely those working in the fields of human rights and arms control), international organizations, academia and industry. The group would provide in a regular manner support to the Commission in exploring avenues to strengthen compliance and make the Regulation and its implementation more effective.
