State of play, main conclusions, outlook

Under certain conditions, EU citizens enjoy the right of consular protection by other Member States than their own. Issuing emergency travel documents (ETDs) constitutes the most frequent type of assistance provided in this context.

In its 2017 Citizenship report, the Commission committed to assess in 2017 how to modernise the rules on emergency travel documents for unrepresented EU citizens, including the security features of the EU common format (Decision 96/409/CFSP establishing an Emergency Travel Document (ETD)), to guarantee that citizens can effectively exercise their right to consular protection.

Estimated savings and benefits

The Commission carried out an impact assessment on a potential EU policy initiative and an evaluation of the existing rules, supported by a study.
