2025 was a year of profound global change. It was a year shaped by war on our borders and intensifying competition between powers. However, 2025 was also a year of transformation for Europe – a year of clarity and resolve. In a more volatile, fragmented world, Europe recognised that it must take greater responsibility for its future. 2025 marked Europe’s independence moment.

It was a year in which Europe chose responsibility over hesitation, and unity over fragmentation. The new European Commission began its work in earnest, laying out a clear course for the years ahead – a course that protects Europe’s freedom and prosperity and ensures our Union can thrive in this more challenging world.

That started with taking responsibility for our security. With the Readiness 2030 package, we launched the most significant surge in European defence investment in our history. And we continued to stand firmly with Ukraine, because Europe’s security starts there. We secured long-term financing to support the Ukrainian people and continued to work towards a just and lasting peace. At the same time, we advanced Ukraine’s path towards membership of the European Union, because a free, democratic and prosperous Ukraine belongs in the EU.

We know that independence is only possible when coupled with economic strength. So, guided by the Competitiveness Compass, we delivered policies to boost innovation and prosperity. We reduced unnecessary burdens on businesses and invested in the technologies that will define the future, from AI to clean energy. Through the Choose Europe initiative, we are making Europe the best place in the world for science and research. And we are ensuring that competitiveness is coupled with fairness, taking action to support more affordable housing and energy for all Europeans.

On the global stage, Europe stood firm, upholding its interests and values. We remained the world’s leading provider of humanitarian aid, continued to lead the fight against climate change and championed free and fair trade with landmark new agreements.

Together, we have set Europe on a stronger path. 2025 was not the end of a journey, but a turning point. As we move into 2026, we will continue to build a Europe that is more secure, competitive and independent.

In this more uncertain world, Europe will continue to rise to the challenge.
