The European critical infrastructure Directive (2008/114/EC) of 8 December 2008 establishes a procedure for identifying and designating European Critical Infrastructures (ECI) and a common approach for assessing the need to improve their protection.
A review of the directive carried out in 2012 already identified a number of issues in its functioning. The 2019 evaluation has further assessed the effectiveness, efficiency, relevance, coherence and EU added value of the directive, thereby analysing to what extent its objectives have been achieved. The evaluation established the effectiveness and efficiency of the Directive in a context of increased terrorist threat, considering all types of attacks, including insider infiltration, unlawful use of drones and hybrid threats.
Based on the results of the evaluation and an impact assessment, the Commission proposed a new directive with the overall objective to to ensure the continuous provision of essential services in the internal market by enhancing the resilience of critical infrastructure operators in the Member States.
