Revision of the Marketing standards Regulation applicable to fishery and aquaculture products in the EU

Overall state of play:

• Evaluation finalised in December 2019 SWD(2019) 453
• Commission Proposal - to be adopted in 2022 (to be incorporated in the Commission’s food sustainability labelling framework under the Farm to Fork Strategy)

State of play

The existing marketing standards under the Common Market Regulation were evaluated in 2019. Most importantly, the evaluation found that the marketing standards are not sufficiently promoting sustainable products. The evaluation also identified minor technical shortcomings and potential opportunities for modernisation.

The impact assessment process is ongoing to support the revision. In line with better regulation principles, the Commission bases its assessment on extensive consultation activities and scientific advice. For the latter purpose, the Scientific, Technical and Economic Committee for Fisheries (STECF) carried out a study on “Criteria and indicators to incorporate sustainability aspects for seafood products in the marketing standards under the Common Market Organisation”. The study has been published in April 2021 and will feed into the policy proposal. A public consultation on the revision has been launched in November 2020 and ended in February 2021. In parallel, targeted stakeholder consultations took place.

Estimated savings and benefits

Cost estimates will be subject to the final impact assessment report. The key impacts of the initiative would be meeting consumer demand on crucial sustainability information of seafood products and opportunities for operators with positive environmental performance to better valorise their products. The initiative could also lead to simplification and streamlining of existing marketing standards.
