State of play, main conclusions, outlook

The revision merges five Directives to improve their coherence and clarity and to ensure better operational implementation of the requirements.

The Basic Safety Standards Directive offers in a single document a coherent and consistent set of definitions and requirements for the protection of workers, patients and members of the public against the dangers arising from exposure to ionising radiation.

Which objective(s) did the Commission pursue?

The proposal aimed at the modernisation of the European Basic Safety Standards in radiation protection by taking account of the latest scientific knowledge and technological progress, as well as of operational experience. It also consolidated the existing acquis of Euratom radiation protection legislation into one single legal act, merging five Directives and upgrading a recommendation to become legally binding. This merging of five Directives improves the coherence and clarity of Euratom radiation protection legislation,and ensures better operational implementation of its requirements. The Basic Safety Standards Directive offers in a single document a coherent and consistent set of definitions and requirements for the protection of workers, patients and members of the public.

Outcome of legislative procedure

The REFIT objectives (simplification through consolidation) proposed by the Commission have been confirmed in legislative procedure.

Transposition Deadline 6 February 2018

Implementation reported by Member States

As of 11/01/2022: Twenty-six (26) Member States have declared complete transposition of the Directive and one (1) Member State partial transposition thereof. The Commission transposition/completeness checks are close to completion, whereas the conformity checks began in 2021. To date, the Commision has launched 26 infringement cases related to completeness (16 of which have been closed) and two infringement cases related to conformity.
