Monitor toolbox by theme

This page provides an overview of the key indicators used in the Education and Training Monitor for each EU-level target or indicator area, reflecting the state-of-play until September 2025. It puts a spotlight on the context that the EU-level target and indicator areas are embedded in.

The Education and Training Monitor's comparative report tracks progress towards achieving the EU-level targets agreed under the Council of the EU 2021 resolution on the European Education Area strategic framework.

In addition, the Monitor toolbox includes a new set of targets for 2030 proposed in the 2025 Union of Skills communication and suggested in the 2025 interim evaluation of the 2021-2030 European Education Area strategic framework. The proposed and suggested targets focus on top performance in science, reading and mathematics, STEM, international attractiveness, equity and civic knowledge.

The Monitor toolbox also features the teachers’ dashboard, presenting indicators capturing the attractiveness of the teaching profession updated with the most recent evidence available as of November 2025.

Finally, the toolbox reflects ongoing indicator development in the field of learning for sustainability, based on a comprehensive 2024 conceptual framework and showcases the key indicators and other sources used in the 2025 European Commission report Investing in education.
