Preliminary market consultation: language editing services

The Publications Office of the European Union (OP) is conducting a review of its contract for language editing services and is launching a preliminary market consultation in accordance with Article 169(1) and Point 15 of Annex 1 to Regulation 2024/2509. The objectives of this consultation are:

  • To gather market knowledge, particularly regarding the number of languages or language groups that prospective tenderers can cover and the availability of sufficient suppliers to ensure effective competition

  • To identify potential risks associated with contract performance

  • To determine the most cost-effective contractual arrangement for providing language editing services in the 24 official languages of the European Union and possibly also in other non-EU languages

To facilitate this consultation, we have prepared a questionnaire that interested economic operators are invited to complete and return by 21st November 2025, at 6:00 PM CET (Central European Time) to the following email address: op-appels-offres@publications.europa.eu. Please note that all responses will be treated with full confidentiality.

Preliminary market consultation: Automatic Semantic Tagging solutions
 

The Publications Office of the European Union (OP) has decided to launch this preliminary market consultation in accordance with Article 169(1) and with Point 15 of Annex 1 to Regulation 2024/2509 to:

  • develop general market knowledge (existence of sufficient suppliers to ensure effective competition);
  • assess the capability of the market to deliver what is required, within the required time-limits and on the required scale, and consequently the feasibility of a potential procurement;
  • gain knowledge of the terms and conditions usually applied to contracts in the relevant market and identify potential market constraints;
  • refine and further clarify its requirements and specifications without, however, having its needs influenced and determined by what the market offers;
  • make an estimate of a potential contract value;
  • gain understanding of potential risks of contract performance.

To facilitate the consultation, we have prepared a number of questionnaires (see below) that interested economic operators are invited to complete and return by 28th November 2025, at 23:59 CET (Central European Time) to the following email address:

Following the receipt of your contributions, OP might propose to meet with you in order to discuss your replies in more depth. The meetings will be organised virtually (via Teams) and will last around one hour maximum. You will be informed accordingly.

Please note that your replies to our questionnaires as well as any information exchanged during the meetings will remain confidential for the sole use of the EU institutions, agencies and bodies in their reflections and will not be disclosed to any third party.
