The study provided support for an evaluation of the International Intellectual Property Rights (IPR) SME helpdesks (HDs) of the EU. The tasks were to conduct a survey of users and non-users of the HDs and to follow-up on the survey with interviews of survey participants and stakeholders. Moreover, the study performed a mapping of similar IP support services offered by Member States. The three HDs analysed – for China, South-East Asia and Latin America – provide first-line support on IP for EU SMEs active (or interested) in the three target regions. The HDs offer services like helplines, publications, trainings, participation in events. The study findings – based on 39 interviews, a survey of 242 users and 41 non-users as well as selected desk research –, indicate that the HDs address relevant topics. Effectiveness and efficiency are generally high, but there is room for improvement. Offerings are largely coherent with other EU policy actions. Synergies with the few existing national offerings – mostly IP attaché networks – are realised. Possible policy actions discussed concern extending the HDs to India; adopting a more detailed goal and KPI system; improving visibility of the HDs; the streamlining of selected services; and applying a quality control system for publications.
