This study examines the effects of the Common Agricultural Policy (CAP) measures and instruments1 on animal welfare and the reduction of antimicrobial use. It identifies farming practices, their impacts on these two components, and how such practices were effectively supported by the CAP, then assessing how the CAP impacted animal welfare and antimicrobial use. The study is organised in nine study questions, assessing the implementation, effectiveness, efficiency, coherence and indicators of the CAP related to both themes studied. The analysis covered the period following the implementation of the 2013 CAP reform, from 1 January 2014 onwards, in all Member States (including the United-Kingdom). It considered all instruments and measures with a potential effect on animal welfare and antimicrobial use, including: the horizontal measures (Regulation (EU) No 1306/2013), the direct payments support schemes (Regulation (EU) No 1307/2013), relevant sector-specific market support measures (Regulation (EU) No 1308/2013), and relevant rural development measures (Regulation (EU) No 1305/2013). The main focus was on the CAP instruments and measures explicitly designed to address animal welfare and antimicrobial use, i.e. the cross-compliance requirements for the protection of animals (SMRs 11, 12, 13), food and feed (SMR 4), basic payment schemes and CMO regulations, and the rural development support to animal welfare (M14), support to organic farming (M11) and support to investments (M04). Furthermore, the study focused only on the bovine, sheep, goat, pig, poultry and rabbit sectors. The analysis under each study question crosschecked information from various sources, combining qualitative and quantitative methods, to ensure its robustness. Key data sources have been literature reviews, analysis of European Union (EU) databases (among which data from the common monitoring and evaluation framework and the farm accountancy data network) and case studies in eleven areas, which included a total of more than 200 interviews with the stakeholders involved in the design and implementation of the CAP at the national and/or regional level. The case-study areas were Denmark, Germany-Lower Saxony-Bremen and North Rhine-Westphalia, Estonia, Spain-Catalonia and Castilla la Mancha, France-Brittany, Pays de la Loire and Midi-Pyrenees, Italy-Lombardy, Friuli-Venezia Giulia and Veneto, the Netherlands, Austria, Poland, Romania and Sweden.
