EFAS upgrade for the extended model domain

This document briefly describes all the relevant changes performed for the latest major upgrade of the operational European Flood Awareness System (EFAS); the operational implementation of the upgrade is planned for 5 April 2018. Two main changes were conducted: 1) Change in the geographical projection used in EFAS to an INSPIRE-compliant projection; 2) Change in the geographical limits of the service, to include more river basins located in the eastern and southern neighbourhood countries of the EU. As part of the upgrade, meteorological and static input, the hydrological model, the calibration and other EFAS products depending on a model climatology were also changed.
