Infrastructure standards and requirements for all transport modes

This document presents the findings for the Standards for all transport modes case study as part of the Evaluation of Regulation (EU) N° 1315/2013 on Union Guidelines for the development of the trans-European transport network. The case study research was undertaken by TIS in collaboration with other consortium partners and DG MOVE. The findings presented in this report are based on preliminary findings from the online survey, in-depth semi-structured interviews and the desk research. This case study focused on the infrastructure standards and requirements which are specified in Regulation (EU) 1315/2013 and assessed their relevance and effectiveness as well as their coherence with other respective legislation or provisions. This includes a stock of legislation or similar measures that have been adopted or proposed since 2013 in relevant policy fields (transport, security, climate protection etc.) and that might potentially need to be integrated due to their interrelation with TEN-T infrastructure, legislation and measures. Furthermore, the present case study also explored possible areas for which the setting of infrastructure standards and requirements may be beneficial but has not yet been considered so far. These areas include aspects on safety and security issues, the civilian-military 'dual use', railway infrastructure and Intelligent Transport Systems (ITS), among other topics. These areas were assessed aimed at reaching greater coherence with the TEN-T Regulation, as well as taking into account any possible adjustment needs.
