The Single Resolution Mechanism is the EU’s system for managing the resolution of failing banks in the euro area. The Single Resolution Board plays a key role in this, together with the Commission and Council. The Board oversees the Single Resolution Fund, which can be used to support bank resolutions. The ECA has an obligation to report annually on any contingent liabilities that arise. For the 2022 financial year, the Commission and Council did not report any contingent liabilities. The Single Resolution Board reported a significantly higher amount than in the 2021 accounts mainly due to the new pleas raised by the banks in 2022. It did not report any contingent liabilities arising from resolution decisions. We found no evidence contradicting the Board’s assessment in material terms.
