T. C. Resmî Gazete consists of two chapters.
- Legislations: This chapter is divided into 3 groups.
- Legislation: Laws and Congressional Resolutions
- Executive and Administration: Executive Orders, Presidential Decrees, International Conventions and Treaties, Regulations, Communiques, Circulars, Decision of Appointments for high-ranking officers, Decisions of some boards etc.
- Judiciary: Decisions of the Constitutional Court and some decisions of the higher judicial bodies
- Notices: This chapter is divided into 4 groups:
- Judicial Notices
- Public Procurement Notices
- Miscellaneous Notices
- Central Bank Notices: Official Exchange Rates and Daily Values of the Government Debt Securities

Legal basis |
The legal basis for publishing legislation in Türkiye is the Constitution. In various articles it is stated that laws, executive orders, regulations, Constitutional Court decisions, and some other rules and decisions become valid after published in Resmî Gazete. Other main regulations are as follows:

1.5. Drafting and publishing procedures
Text processing system |
Drafting and adopting legislation is the responsibility of the various state institutions and organizations. However, General Directorate for Law and Legislation has an authority to check the regulations in terms of conformity to the laws, procedures and general principles of law and legislation drafting before publication. Some of the state institutions and organizations use template-based software; others work with standard office packages. For this reason, there is no unique system for primary and secondary legislation. |
Workflow |
There is no single integrated electronic workflow system for drafting, adopting and publishing legislation. The publishing body receives information in several text and image formats. |
Publishing |
The editorial unit is in charge of proofreading and editing the texts. The individual texts are grouped in a publication prepared one day in advance. It is possible for several editions to be published on the same day as Mükerrer (Repeating Edition). In urgent cases, publication can take place within several hours of reception of the text from the publishing organization, depending on the volume and complexity of the text.
The paper edition is derived from the electronic PDF edition, which ensures that both editions correspond exactly. |
