This independent evaluation assesses the cooperation strategy of the European Union with Yemen for the period 2002-2012. It explores the EU’ s overall strategic direction and objectives, emphasising the linkages and interplay between political dialogue and development cooperation with particular attention to resilience, responsiveness and state-building in a context of fragility and conflict. The evaluation covers all main areas of EU development support: governance, economic development and food security. The report shows that EU cooperation has contributed to state[1]building and resilience with some success in a very challenging context.
