A guide to the statistical treatment of PPPs

This new "Guide to the Statistical Treatment of Public Private Partnerships" has been prepared by EPEC and Eurostat with a view to help PPP stakeholders better understand the impact of PPPs on government balance sheets. It explains if and how the features of typical PPP contracts influence the statistical treatment of a PPP as "on" or "off" the balance sheet of government. The Guide comes as a response to calls from many public and private sector stakeholders for more clarity on the rules used by Eurostat for assessing the statistical treatment of PPPs.
