This study examines the national permitting procedures for energy infrastructure projects across EU Member States, focusing on Projects of Common Interest (PCIs) and Projects of Mutual Interest (PMIs) under the revised TEN-E Regulation (EU) 2022/869. The research assesses permitting frameworks, identifies best practices, and evaluates compliance. A multi-method approach was employed, combining desk research, stakeholder interviews, focus groups, a workshop and data analysis to map current practices and identify gaps. Findings reveal progress in designating one-stop-shop authorities and adopting collaborative permitting schemes, though enforcement challenges and misaligned schedules remain. Recommendations include streamlining procedures, leveraging digital platforms, enhancing cross-border cooperation, and ensuring timely public participation. The study highlights the importance of integrating environmental assessments, prioritising renewable energy-related grid projects, and applying urgent judicial procedures to expedite approvals. By addressing identified discrepancies and standardising practices, Member States can strengthen permitting frameworks, enabling the timely delivery of critical energy infrastructure projects and advancing the EU’s energy transition and climate targets.
