The synthesis of the ex-ante evaluation reports attached to the European Maritime and Fisheries Fund Operational Programmes follows the requirements of Regulation (EU) 508/2014, Article 118. In this report the 27 ex-ante evaluation reports of the Operational Programmes are synthesised in terms of the report content as well as the ex-ante evaluation process. The synthesis has taken into account the ex-ante evaluation final reports, section 1.2. of the Operational Programmes as well as interviews conducted with Managing Authorities and ex-ante evaluation experts in Autumn 2016. The ex-ante evaluation report is, in many cases, the final stage of the ex-ante evaluation process and summarises the main evaluation stages. The added value and the different stages of the ex-ante evaluation process are not always visible in this final report. However there is a general consensus that the ex-ante evaluation process represents the actual added value. Nevertheless the description of the process has potential for improvement in almost all Member States. The ex-ante evaluation process and the programming preparation lasted more than a year in many cases. In at least 10 Member States, there were elections in this period. While this did not always lead to major constraints in the administrative process, it did cause delays in some of them. Although the methodological approaches of the ex-ante evaluation were similar in all Member States, the quality and number of recommendations for each section of the ex-ante evaluation differ. This is partly due to the different level of experience of Managing Authorities and the expertise of the ex-ante evaluation team. The value added of an ex-ante evaluation requires experience in structural funds as well as fishery experience. This mix of know how was not always provided by the contracted organisations.
