Evaluation support study on Horizon Europe’s contribution to a resilient Europe

The Global Health European & Developing Countries Clinical Trials Partnership Joint Undertaking (Global Health EDCTP3 JU) aims to accelerate the clinical development of new or improved health technologies for the identification, treatment and prevention of poverty-related and neglected infectious diseases, including (re-)emerging diseases. This report presents the first interim evaluation of the Global Health EDCTP3 JU, assessing the JU´s performance during the initial phase of its operation, including lessons learned and suggested areas for improvement. The evaluation is organised around five evaluation criteria of relevance, coherence, efficiency, effectiveness, EU added value, and five partnership-specific criteria of additionality, directionality, international positioning and visibility, transparency and openness, as well as phasing-out preparedness. The evaluation was mainly informed by desk research, analysis of administrative and monitoring data, an interview programme, and a dedicated case study.
