Adopted to replace Framework Decision 2001/220/JHA (the Victims' Standing Decision), Directive 2012/29/EU establishing minimum standards on the rights, support and protection of victims of crime (the Victims’ Rights Directive - VRD) seeks to ensure that all victims of crime receive appropriate information, support and protection and are able to participate in criminal proceedings. Its objective is to improve the standing of victims of crime across the EU and place them at the centre of the criminal justice system by focusing on their needs. The study presents an external and independent evaluation of the VRD in all EU Member States (except Denmark) across 2012-2021, by assessing its relevance, effectiveness, efficiency, coherence, and EU added value. Overall, the VRD was considered relevant and adequate, with its ‘all-encompassing nature’ identified as its main strength. The VRD also had a generally positive impact across all its main areas, notwithstanding varying effectiveness in terms of areas covered and Member States. It has generated significant added value by encouraging Member States to progress beyond what they could have done individually in the area of victims’ rights in those jurisdictions where little was in place before its entry into force.
