Directive 2011/65/EU restricts the use of certain hazardous substances in electrical and electronic equipment with a view to contributing to the protection of human health and the environment, including the environmentally sound recovery and disposal of waste EEE. Under the general review of the RoHS Directive, required by its Article 24(2), the evaluation finalised in 2021 showed that despite having successfully contributed to reaching its objectives, there are areas where the Directive could be improved, including the exemption mechanism process, alignment with circular economy recycling objectives, the frequent need for transposition of amendments, the scope of the Directive and alignment of the substance restriction mechanism and substance restrictions with other EU legislation. This study aims to support the impact assessment regarding implementing amendments in order to improve these aspects of the Directive.
