Assessing the societal value of water in its uses

This paper discusses the methodologies and approaches which can be used to assess the societal value of water in a given use, in the context of socio-economically and environmentally sustainable regional planning. It also analyses the limitations of such an assessment. Fundamental to this analysis is the question of whether or not it is possible to arrive at a quantitative estimate of the societal value of a given use of water. This publication grew out of a project undertaken by IPTS in collaboration with the Geography Department of the University of Seville. In that project, we set out to attempt to quantify or at least rank the total societal value of water in its different uses in the Lower Guadalquivir Basin of southern Spain. As the project evolved, we came to realize the extreme complexity of this task. We believe that the general methodological understanding which we acquired as a result of this venture could be useful to any policy makers or planners concerned with the planning or management of hydrologie resources. While focussed on the value of water, however, the arguments and methods discussed herein could, in fact, be applied by analogy to the debate about the value of any of the broad range of "goods" which are not strictly consumer items.
