Evaluation of the EU’s cooperation with Nepal (2014-2021)

This independent evaluation accesses the cooperation strategy of the European Union with Nepal for the period 2014-2021. The evaluation covered the following sectors: i) sustainable rural development, including nutrition, ii) education including Technical and Vocational Education Training (TVET), and iii) democracy and decentralisation. The specific objectives for this evaluation were: to measure how the cumulative combination of different interventions and modalities were contributing to the expected objectives of the Multi-annual Indicative Programme (MIP) 2014-2020, the key EU cooperation programming document at the country level, taking into consideration policy dialogue and financial assistance (including budget support). The evaluation looked for evidence of why, whether or how the observed results are linked to EU support; to assess the extent to which sector budget support in Nepal contributed to achieve its expected results in the education sector, assessing how it helped to enhance the efficiency and effectiveness of national public education policies, including through the strengthening of public administration capacities; to assess the extent to which EU external actions have supported, and continue to support in line with priorities of the MIP 2021-2027, Nepal's overarching priorities of implementing the federalism reform and graduating from the Least Developed Country (LDC) category; and to assess the impact of the Coronavirus Disease 2019 (COVID-19) pandemic on the evaluated sectors and the EU support as a response to the crisis. The evaluation provides an account of the main findings, conclusions and lessons learned, and recommendations for the future of EU cooperation and EU funded interventions in Nepal.
