Successful business transfers ensure continuity of production and business relations, preserve employment, and uphold the value of assets. However, a business transfer can be complex and demanding due to financial, managerial, regulatory or administrative challenges. Around 150,000 businesses are estimated to face the risk of not being transferred successfully per year, endangering around 600,000 jobs (EC, 2011). Helping businesses achieve a smooth transfer is therefore an important policy objective, as was previously recognised by the EU in 1994 and has been reaffirmed several times since. Since 99% of businesses in the EU are SMEs, it is evident that an overwhelming majority of business transfers occur within this group of companies. In fact, almost 90% of all business transfers happen in the micro-business segment of SMEs. Business transfers are therefore a natural part of SME policy. Informed policymaking requires a solid evidence base. However, data on business transfers are generally fragmented, often outdated, and not comparable across the EU Member States. This study seeks to improve the evidence base on business transfers in the EU Member States by the following steps of analysis: - First, this study provides an overview of the availability and quality of data on business transfers across the EU Member States, both for descriptive data (what has happened historically) and predictive data (what is expected to happen). - Second, gaps and potential remedies for the production of data on business transfers by National Statistical Offices (NSOs) are identified. - Third, a comparative analysis of existing sources and methodologies for collecting descriptive and predictive data on business transfers is conducted. - Fourth, an analysis of the sectoral distribution and the socio-economic impact of business transfers using case studies in six Member States is provided. - Fifth, a common methodological approach for the collection of predictive data that are comparable across the EU Member States is proposed (Annex A). - Sixth, recommendations for improving the evidence base on business transfers in each of the Member States are developed (Annex B). - Seventh, a case study on cross-border business transfers is presented (Annex C). This study makes use of different methods and data sources: a) extensive desk research and literature reviews, b) surveys of NSOs in all EU Member States and third COSME countries, c) surveys of National Experts for all EU Member States and third COSME countries, d) six case studies, e) comparative benchmarking analysis.
