The European Commission is undertaking an evaluation on the functioning of the cooperation in customs matters between the EU and China, based on the Agreement between the European Community and the Government of the Peoples’ Republic of China on Cooperation and Mutual Administrative Assistance in Customs Matters (CCMAA) which entered into force in April 2005. This evaluation support study provides the Commission with an analytically robust evaluation of the CCMAA and the Strategic Framework as an evidence base for their evaluation. It follows the Commission's Better Regulation Guidelines and associated Toolboxes. Accordingly, the analysis was structured around the evaluation criteria of effectiveness, efficiency, relevance, coherence and EU added value. The period of analysis of this study spanned the years 2005-2018 and the geographical scope encompassed all the countries which it applies to (EU Member States and China), though placing a specific focus on the EU.
