The ever-increasing role in the EU of small firms in terms of economic and employment growth is commonly accepted and has been recognised by several Commission documents and successive European Councils. Around 98.9% of all EU enterprises are small enterprises, employing 52% of all workforces. In all Member States, at least 23% of the workforce are employed in micro enterprises. Statistics show that jobs in Europe are created mainly by smallest enterprises. In a framework of stability-oriented macroeconomic policies, employment is now a matter of concern for the European Union member states and for the European Commission. Simplifying the administrative environment for enterprises, promoting sustainable development and boosting small business start-ups, especially those run by new or would be entrepreneurs such as young people, women and disadvantaged groups, are considered key actions to foster economic and employment growth. Therefore, the promotion of policy actions in favour of small businesses and target groups of entrepreneurs appears to be crucial in this context. Under the third Multi-annual programme for small and medium-sized enterprises (SMEs) in the European Union (1997-2000) the European Commission, Directorate General (DG) for enterprises, develops measures and initiatives to address the needs of small enterprises and target groups of entrepreneurs.
