How the Group of Chief Scientific Advisors works

There are seven Chief Scientific Advisors, appointed in their personal capacity and who act independently and in the public interest. They are selected by an independent identification committee which assists the Commission in selecting the advisors. The seven Advisors provide independent scientific advice directly to the Commission on topics of high political and strategic importance. The Commissioner responsible for Science, Research and Innovation appoints each advisor and gives an individual mandate of up to three year, renewable once, but not more than five years in total. The mandates are staggered, i.e. start and end at different times thus ensuring continuity and transfer of experience. The Group was established by Commission Decision (2015, amended in 2018), and started working in October 2015. The advisors work closely with the Scientific Advice for Policy by European Academies (SAPEA) consortium, which gathers expertise in engineering, humanities, medicine, natural and social sciences from over 100 academies and societies across Europe. Together with a secretariat in the Commission’s research and innovation department, the advisors and SAPEA are collectively known as the Scientific Advice Mechanism (SAM).
