Recall effectiveness : protecting European consumers together : final report

The Coordinated Activities for the Safety of Products (CASP) projects enable all market surveillance authorities (MSAs) from European Union (EU) / European Economic Area (EEA) countries to cooperate in reinforcing the safety of products placed on the European market. Prior to launching the project, the Directorate-General for Justice and Consumers of the European Commission (DG JUST) coordinated a priority setting exercise to gather input from Member States (MS) regarding the choice of products and activities to be included in the coordinated activities. Among others, Recall effectiveness was identified as a priority. The CASP 2020 Recall effectiveness activity aims at enhancing the effectiveness of product recalls across the EU/EEA via exchanges of experiences among the MSAs, developing a guidance document for both MSAs and economic operators (EOs), and attractive, ready-touse communication materials. Product recall is a complex process that requires upfront, built-in procedural aspects, important communication and behavioural insights, and effective collaboration with multiple parties. Some of the major challenges related to recall effectiveness include reaching affected consumers, increasing consumer response rates to recalls and motivating all parties to do their part.
