Working conditions are key to understanding the teaching profession in Europe today. Identifying what makes the profession 'attractive' or otherwise is closely bound up with the conditions in which teachers undertake their professional responsibilities and with the quality of their working life This report is an attempt to build up a detailed analysis of teachers' employment conditions, examining each component in turn with a view to offering something approaching a complete picture by the concluding chapter of the report. Only conditions for teachers working in lower general secondary education are considered in this report. Teachers who are not yet fully qualified or who are beginning their careers are not taken into account if they are subject to special conditions (these conditions having been analysed in Report I of this study).
