As per the FISMA/2020/023/B3/SE/LV service contract, a mandate was given to ‘explore the specific needs to a practical and workable cross-border interoperable solution to facilitate the portability of already onboarded digital customer identities [that] should be designed: 1. For interoperable cross-border use; 2. Drawing on the eIDAS regulation; 3. In full respect of EU data protection, competition and AML/CFT rules.’ (Tender specifications of the Assignment – clause 2) It has also been agreed that the proposal should focus on a private-sector data-sharing service under the control of the user (Technical & Financial offer section of the Assignment) and would involve discussions and consultations with stakeholders.
