The purpose of this study was to provide the European Commission and the NAFO Scientific Council with technical and scientific analysis to support the development of a multi-annual management plan for the cod stock in NAFO Division 3M. The study objectives were to provide advice for this stock on 1) management objectives and conservation limits; 2) catch discrepancy; 3) Management Strategy Evaluation; and 4) discards elimination and by-catch reduction. To meet these objectives: 1) an Fmsy proxy (F30%SPR) was defined; an exploratory three-species model (redfish, shrimp and cod) was done; and an analysis of social-economic objectives was performed; 2) comparisons of the available catch data were made; 3) an MSE with two Harvest Rules and six Operating Models was carried out in a projected period of 20 years, developing five different performance statistics and their targets to evaluate the management objectives and using qualitative and quantitative analysis to evaluate whether the options achieve social-economic objectives and 4) analysis of the spatial and seasonal fishing activity and distribution of 3M cod, as well as areas with important concentrations of juvenile fish and/or spawning aggregations was performed; and finally different technical measures that could be adopted to increase Fmsy were analysed.
